The Benazir Income Support Programme (BISP) gives regular cash support to women in Pakistan's poorest households. 8171 is its official service for checking whether your household is eligible. There are only two genuine ways to use it, and this guide covers both, plus what to do if the answer isn't what you expected.

The two official ways to check

Method How Good for
8171 web portal Go to 8171.bisp.gov.pk, enter your CNIC and the picture code Seeing the result on screen
SMS Send your 13-digit CNIC number (no dashes) to 8171 Any phone, no internet needed

Rule of thumb: if a website does not end in .gov.pk, it isn't BISP. Many pages and apps ranking for "8171" are unofficial, some say so in their own name.

Method 1: The 8171 web portal, step by step

The portal is in Urdu. Here's what each part means:

BISP 8171 portal form with fields for CNIC number and the picture code, and a green button The official 8171 portal. Screenshot: 8171.bisp.gov.pk, 7 November 2026.

  1. Open 8171.bisp.gov.pk.
  2. شناختی کارڈ نمبر (CNIC number): type your 13-digit CNIC, no dashes.
  3. تصویر میں دیا گیا کوڈ (code in the picture): type the digits shown in the image.
  4. Press the green button معلوم کریں (Find out).
  5. Read the message on screen. It tells you whether your household is eligible, or what to do next.

Tip: check with the CNIC of the woman in the household. BISP's cash transfers are made to women, and the record is linked to her.

Method 2: SMS to 8171

  1. Open your messages app.
  2. Type your 13-digit CNIC number, no dashes or spaces.
  3. Send it to 8171.
  4. Wait for the reply. Save it if it says you're eligible.

What the result means

Result What it means What to do
Eligible Your household qualifies based on the survey Follow the instructions in the message about when and where to collect payment
Not eligible The survey places your household above the eligibility line If your situation has changed, ask your tehsil office to update your survey
No record / not surveyed Your household isn't in the survey Visit a BISP tehsil office to register in the NSER survey

How eligibility is decided: the NSER survey

BISP decides eligibility from the National Socio-Economic Registry (NSER), a survey of household living conditions. BISP calls it the largest database of the poorest households in Pakistan, built from the first national door-to-door poverty survey.

You can't become eligible by filling in a form online. You have to be surveyed or re-surveyed.

How to register or update your survey

  1. Find your nearest BISP tehsil office. BISP says it works through 385 tehsil offices, 33 divisional offices and six regional offices. The helpline 0800-26477 can tell you where yours is.
  2. Take your original CNIC. It also helps to take the CNICs and B-Forms of your family members, because the survey covers the whole household.
  3. Answer the survey questions honestly. False information can disqualify the household.
  4. Check the result later on 8171.

BISP also lists an online NSER registration centre finder, hosted by NADRA, on its website. It wasn't loading when we checked on 7 November 2026, so call the helpline if you can't open it.

How payments work

When a household is eligible, the payment is made to the woman named in the record, and she collects it with biometric (thumb) verification. BISP uses partner banks and payment points for this. Watch out for these:

  • Never let a retailer or agent keep part of your money
  • Count the money and keep the receipt
  • Report any deduction to 0800-26477

Protect yourself from 8171 scams

  • BISP messages come only from 8171. Ignore calls and SMS from ordinary mobile numbers claiming you've "won" BISP money.
  • BISP never charges a fee for registration, eligibility or payment.
  • Never share a PIN or OTP with anyone.
  • Don't give your thumb impression on paper or an unknown device. The Pakistan Telecommunication Authority warns that gangs pose as BISP staff to collect fingerprints and then issue SIM cards in your name. If that may have happened, check the SIMs on your CNIC.

Where to complain

  1. BISP helpline: 0800-26477 (toll free)
  2. Your BISP tehsil office
  3. The Pakistan Citizen Portal, linked from BISP's website
  4. If it is still unresolved, the Federal Ombudsman (Wafaqi Mohtasib)

About BISP

It also runs linked programmes such as Benazir Kafaalat, Benazir Taleemi Wazaif (education stipends) and Benazir Nashonuma (maternal and child nutrition).

We haven't listed payment amounts here. They are set by the government and revised from time to time, so check the latest figure with BISP.
